Digital Anarchy's Flicker Free works very well. It can also sometimes remove 'rolling bands' from fluorescent lighting. I have successfully used it to remove 'exposure stepping' from cameras that fluctuate due to auto ISO. However it is very CPU-intensive and slow to run (even slower than Neat Video NR). But it is cheaper and takes less time than re-shooting.

It's not free, you have to buy it -- similar to Neat Video, iZotope RX5 and other high-end plugins which bail you out of an otherwise unsolvable problem.

Flicker free is something that has to be coded, not just slapped together in Motion. That's a lot of work. Flicker free is a high end process, so it makes perfect sense someone wants to be paid for the hours and days it takes to create that.

I have all three, and the BorisFX and Digital Anarchy product work very well, almost miraculously. They are useful on time lapses, exposure stepping due to auto ISO, banding from fluorescent lighting, and for slight pulsating light from whirling blades of a ceiling fan.
I've tried the $25 Seed De-Flicker a few times and it doesn't seem to help much. Maybe further tuning would help, but it is not using the same method as the first two, ie analysis of groups of frames within a given window. It is probably using a simpler approach like Karsten mentioned above.
Outside of FCPX there is also a flicker-reduction tool in LRTimelapse (about $100): lrtimelapse.com/
Ideally you should never make a mistake, always review your shots in the field and avoid causes of flicker. However this is not always possible, esp. with time lapse.
The value of these tools can be compared to the value of the material that would otherwise be lost or unusable. In some cases you can write off the shot and use other material, in other cases re-shoot it at low cost. However in many cases using these tools saves thousands of $, or salvages irreplaceable content.
